The Planning Commission of the City of Newport will hold a regular meeting at 7:00 p.m., MONDAY, April 23, 2007, at the Newport City Hall, Council Chambers, 169 SW Coast Hwy., Newport, OR 97365.  A copy of the meeting agenda follows.

 

The meeting location is accessible to persons with disabilities.  A request for an interpreter for the hearing impaired, or for other accommodations or persons with disabilities, should be made at least 48 hours in advance of the meeting to Peggy Hawker, City Recorder, 541-574-0613.

A.        Approval of Minutes.

B.        Citizens/Public Comment.

 

1.  A Public Comment Roster is available immediately inside the Council Chambers.  Anyone who would like to address the Planning Commission on any matter not on the agenda will be given the opportunity after signing the Roster.  Each speaker should limit comments to three minutes.  The normal disposition of these items will be at the next scheduled Planning Commission meeting.

 

C.        Consent Calendar.

 

            1.  Final Order for File No. 4-VAR-07.  Approval of a request submitted by Conrad and Gail Willett for a Type I variance to Section 2-3-2.005/"Required Yards" of the Newport Zoning Ordinance (NZO) (No. 1308, as amended) to allow a variance of 2.5 feet (50%) to the 5-foot side yard setback requirement resulting in a 2.5 foot side yard on the north side of the property located at 1426 NW Spring in order for additions to be consistent with the existing residence.  A public hearing on this matter was held on April 9, 2007.

            Quasi-Judicial Land Use Actions:

 

1.         File No. 3-CUP-07. Request submitted by Marcia Lee Williams (Port of Newport, property owner) for a Type I Conditional Use Permit approval, per Section 2-2-1.040(15)/ "Water Dependent and Water Related Uses" of the Newport Zoning Ordinance (NZO) (No. 1308, as amended), to allow the applicant to operate a two stateroom bed and breakfast aboard a 55-foot Chris Craft Motor Yacht moored at Dock A in the Newport Marina and RV Park at 2120 SE OSU (Marine Science) Dr. (Lincoln County Assessor’s Tax Map 11-11-17, Tax Lot 111) located in a W-1/"Water Dependent" zoning district.

 

2.         File No. 2-SUB-07.  Request submitted by Canyon View Estates, LLC (Bill Peterson, authorized representative) for approval of a tentative subdivision plan for a proposed 13-lot single-family residential subdivision entitled "Canyon Ridge Estates" involving approximately 4.95 acres (current tentative subdivision approval involved 6.65 acres) and located in an R-1/"Low Density Single-Family Residential" zoning district.  The application would modify the original tentative subdivision plan for this property of 16 lots approved by the Planning Commission for "Canyon Ridge Estates" in File No. 4-SUB-06 on August 28, 2006.  The subject property is Tax Lots 100 & 900 of the Lincoln County Assessor’s Tax Map 11-11-04-CB (located east of the Newport Middle School property and northerly of the north end of NE Shore Pine Drive, which connects to NE 7th Drive in the Candletree Park Phase II subdivision).

 

3.         Continued Hearing on File No. 1-VAR-07.  Request submitted by William C. Blakeslee (Larry Millis, authorized representative) for approval of a Type I variance to the following sections of the Newport Zoning Ordinance (NZO) (No. 1308, as amended):  1) Section 2-3-2.005/ "Required Yards" to allow a variance of 5 feet from the 10-foot rear yard setback requirement (a variance of 50%) and a variance of 15 feet from the 15-foot front yard setback requirement (a variance of 100%); and 2) Section 2-3-2.015/"Garage Setback" to allow a variance of 20 feet from the required 20-foot garage setback (a variance of 100%). The subject property is located in an R-4/"High Density Multi-Family Residential" zoning district on NW 46th St. (Lincoln County Assessor’s Tax Map 10-11-29-CD; Tax Lot 5200 (Lot 1, Block 12, AGATE BEACH)) (plus a portion of vacated street).  This matter is continued from the Planning Commission meeting of February 12, 2007.
