The Planning Commission of the City of Newport will hold a regular meeting at 7:00 p.m., MONDAY,

May 14, 2007, at the Newport City Hall, Council Chambers, 169 SW Coast Hwy., Newport, OR 97365.  A copy of the meeting agenda follows.

B.        Citizens/Public Comment.

 

1.  A Public Comment Roster is available immediately inside the Council Chambers.  Anyone who would like to address the Planning Commission on any matter not on the agenda will be given the opportunity after signing the Roster.  Each speaker should limit comments to three minutes.  The normal disposition of these items will be at the next scheduled Planning Commission meeting.

 

C.        Consent Calendar.

 

            1.  Final Order for File No. 2-SUB-07.  Approval of a request submitted by Canyon View Estates, LLC (Bill Peterson, authorized representative) for approval of a tentative subdivision plan for a proposed 13-lot single-family residential subdivision entitled "Canyon Ridge Estates" involving approximately 4.95 acres, which modifies the original tentative subdivision plan for this property approved by the Planning Commission in File No. 4-SUB-06 on August 28, 2006.  The subject property is Tax Lots 100 & 900 of the Lincoln County Assessor’s Tax Map 11-11-04-CB.  A public hearing on this matter was held on April 23, 2007.

            Quasi-Judicial Land Use Actions:

 

1.  Continued Hearing on File No. 1-VAR-07.  A request (as amended) submitted by William C. Blakeslee (Larry Millis, authorized representative) (Gary Hamilton, legal representative) for approval of a Type I variance to the following sections of the Newport Zoning Ordinance (NZO) (No. 1308, as amended):  1) Section 2-3-2.005/"Required Yards" to allow a variance of 5 feet from the 10-foot rear yard setback requirement (a variance of 50%) and a variance of 10 feet from the 15-foot front yard setback requirement (a variance of 66.66%).  (The original request had been for a 100% variance to the front yard setback requirement and had included a 100% variance to the required garage setback.)  The subject property is located in an R-4/"High Density Multi-Family Residential" zoning district on NW 46th St. (Lincoln County Assessor’s Tax Map 10-11-29-CD; Tax Lot 5200 (Lot 1, Block 12, AGATE BEACH)) (plus a       portion of vacated street).  This matter is continued from the Planning Commission meeting of April 23, 2007.

 

2.  File No. 1-AX-07 / 2-Z-07.  Application submitted by Landwaves, Inc. (Emery Investments, Inc. and GVR Investments, property owners) (John Stutesman, authorized representative) for consideration of requests to: (1) annex approximately 96.5 acres including approximately 80 acres of property owned by Emery Investments, Inc. (approximately 75 acres of Tax Lot 100 of Assessor's Tax Map 11-11-20 and approximately 5 acres of Tax Lot 700 of Assessor’s Tax Map 11-11-21) and approximately 16.5 acres of property owned by GVR Investments (generally described as Tax Lot 100 of Assessor's Map 11-11-20-AB) into the Newport city limits; (2) amend the City of Newport Zoning Map to establish zoning designations (zoning designations are established as part of the annexation process) for the subject property consistent with existing Newport Comprehensive Plan Map designations and those designations adopted as part of the South Beach Neighborhood Plan including Low Density Residential (implemented by a zoning designation of R-1/"Low Density Single-Family Residential" and/or R-2/"Medium Density Single-Family Residential" – both R-1 and R-2 designations requested as part of the application with approximately 24.2 acres proposed for R-1 and 5.8 acres proposed for R-2), High Density Residential (implemented by a zoning designation of R-3/"Medium Density Multi-Family Residential" and/or R-4/"High Density Multi-family Residential" – R-3 zoning requested as part of the application for approximately 15.3 acres), Commercial (implemented by a zoning designation of C-1/"Commercial Retail and Services", C-2/"Tourist Commercial" and/or C-3/"Heavy Commercial" and approximately 2.1 acres to be designated with a commercial zoning designation), Public (proposed implementation of P-1/"Public Structures" for approximately 25 acres of property to be utilized for the Oregon Coast Community College central campus site), and Industrial (I-3/"Heavy Industrial" requested as part of the application for the GVR Investment property of approximately 16.5 acres); and (3) withdraw property to be annexed from the Newport Rural Fire Protection District and the Lincoln County Library District. The GVR Investment property (approximately 16.5 acres) is currently identified with an address of 4003 South Coast Hwy (Hwy 101) and is located directly south of the Central Lincoln PUD facility and substation at 3807 SE Ash Street.  The Emery Investment property (approximately 80 acres) abuts the GVR Investment property and Mike Miller Park to the east.

 

3.  File Nos. 1-PD-07 and 2-PD-07.  Requests submitted by Landwaves, Inc. (John K. Stutesman, authorized representative) (Emery Investments, Inc., property owner) (Oregon Coast Community College is also an applicant for File No. 2-PD-07) for (1) approval of a preliminary planned development plan (File No. 1-PD-07) for approximately 80 acres of property for the proposed development of "South Beach Village Phase I" and (2) approval of a final planned development plan (File No. 2-PD-07) for an approximately 25 acre portion of the "South Beach Village Phase I" for the proposed Oregon Coast Community College (OCCC) central campus site.  Consistent with the South Beach Neighborhood Plan as adopted by Ordinance No. 1899, the planned development will include a mix of single-family and multi-family residential, commercial, public, and open space uses.   The subject property includes approximately 75 acres of Tax Lot 100 of Assessor's Tax Map 11-11-20 and approximately 5 acres of Tax Lot 700 of Assessor’s Tax Map 11-11-21.  The subject property is located directly east of both Mike Miller Park and property known as 4003 S. Coast Hwy (Hwy 101) (Assessor’s Map 11-11-20-AB Tax Lot 100).
