AGENDA & Notice of Regular Planning Commission Meeting

 

The Planning Commission of the City of Newport will hold a regular meeting at 7:00 p.m., TUESDAY, May 29, 2007, (due to the Monday holiday) at the Newport City Hall, Council Chambers, 169 SW Coast Hwy., Newport, OR 97365.  A copy of the meeting agenda follows.

 

The meeting location is accessible to persons with disabilities.  A request for an interpreter for the hearing impaired, or for other accommodations or persons with disabilities, should be made at least 48 hours in advance of the meeting to Peggy Hawker, City Recorder, 541-574-0613.

AGENDA

 

A.        Approval of Minutes.

 

            1.  Approval of the regular session meeting minutes of May 14, 2007.

           

B.        Citizens/Public Comment.

 

1.  A Public Comment Roster is available immediately inside the Council Chambers.  Anyone who would like to address the Planning Commission on any matter not on the agenda will be given the opportunity after signing the Roster.  Each speaker should limit comments to three minutes.  The normal disposition of these items will be at the next scheduled Planning Commission meeting.

 

C.        Consent Calendar.

 

            1.  Final Order for File No. 1-VAR-07.  Approval of a request submitted by William Blakeslee (Gary Hamilton, legal representative) for approval of a Type I variance for a proposed single-family residence to allow a variance of 5 feet to the rear yard setback requirement and a variance of 10 feet from the front yard setback requirement in an R-4 zone for property located on NW 46th Street (Assessor’s Map 10-11-29-CD, Tax Lot 5200).  A public hearing on this matter was held on February 12, 2007; continued to April 23, 2007, and May 14, 2007.

 

2.  Final Order for File No. 1-PD-07.  Request submitted by Landwaves, Inc. (John K. Stutesman, authorized representative) (Emery Investments, Inc., property owner) for approval of a preliminary planned development plan for approximately 80 acres of property for the proposed development of “South Beach Village Phase I”. The subject property includes approximately 75 acres of Tax Lot 100 of Assessor's Tax Map 11-11-20 and approximately 5 acres of Tax Lot 700 of Assessor’s Tax Map 11-11-21.  The subject property is located directly east of both Mike Miller Park and property known as 4003 S. Coast Hwy (Hwy 101) (Assessor’s Map 11-11-20-AB Tax Lot 100).  A public hearing on this matter was held on May 14, 2007.

 

3.  Final Order for File No. 2-PD-07.  Request submitted by Landwaves, Inc. (John K. Stutesman, authorized representative) and Oregon Coast Community College (OCCC) (Patrick O’Conner and Russ Engle, authorized representatives) (Emery Investments, Inc., property owner) for approval of a final planned development plan for an approximately 25 acre portion of the "South Beach Village Phase I" for the proposed Oregon Coast Community College (OCCC) central campus site.  A public hearing on this matter was held on May 14, 2007.

 

D.        New Business.

           

            1.  Election of a new Chair (and potentially Vice-Chair) of the Planning Commission due to resignation of Planning Commission Chair Darren Romney.

 

E.         Public Hearings.

 

            1.  Legislative Action:

 

            A.  Proposed Recommendations for Changes to the City of Newport’s Payment in Lieu of Parking Fee Program.  The Planning Commission will take public comment in order to review the proposed recommendations made by  the Payment in Lieu of Parking Task Force for changes to the city’s payment in lieu of parking fee program and to forward a recommendation from the Planning Commission to the City Council that can include changes to the Task Force recommended changes.

 

            2.  Quasi-Judicial Land Use Action:

 

            A.  File No. 2-AX-07/3-Z-07.  Review and recommendation to the City Council on a request submitted by Thomas P. Gerding and Steven N. Kearsley (Pavitt Land Use Consulting, LLC, authorized representative) for consideration of a request to (1) include approximately 5.82 acres of certain territory (consisting of Tax Lots 800, 1200 & 1300 of Assessor's Tax Map 11-11-09-A and Tax Lot 100 of Assessor’s Tax Map 11-11-09-BD) into the Newport city limits through annexation (which would also include portions of public right-of-way platted within the old Abby's Addition to Yaquina City plat abutting the subject property); (2) amend the City of Newport Zoning Map to establish a zoning designation for the subject property of R-2/"Medium Density Single-Family Residential" consistent with the existing Newport Comprehensive Plan designation of Low Density Residential; and (3) withdraw said territory from the Newport Rural Fire Protection District and the Lincoln County Library District. The property is generally located in an area between Highway 20 and SE Running Springs Street. Tax Lot 100 is located at the southerly end of SE Norman Street and Tax Lots 1200 and 1300 are located to the southeast of Tax Lot 100.  Tax Lot 800 is located directly north of the Newport Bay Estates development (which includes SE Running Springs Street) and is located to the southeast of Tax Lots 800, 1200, & 1300 and is separated from those tax lots by other property.
