The Planning Commission of the City of Newport will hold a regular meeting at 7:00 p.m., Monday, June 25, 2007, at the Newport City Hall, Council Chambers, 169 SW Coast Hwy., Newport, OR 97365.  A copy of the meeting agenda follows.

 

The meeting location is accessible to persons with disabilities.  A request for an interpreter for the hearing impaired, or for other accommodations or persons with disabilities, should be made at least 48 hours in advance of the meeting to Peggy Hawker, City Recorder, 541-574-0613.

            1.  Approval of the regular session meeting minutes of June 11, 2007.

           

B.        Citizens/Public Comment.

 

1.  A Public Comment Roster is available immediately inside the Council Chambers.  Anyone who would like to address the Planning Commission on any matter not on the agenda will be given the opportunity after signing the Roster.  Each speaker should limit comments to three minutes.  The normal disposition of these items will be at the next scheduled Planning Commission meeting.

            Quasi-Judicial Land Use Action: 

 

1.  Continued Hearing on File No. 8-PLA-06/10-VAR-06-A.  A de novo public hearing to consider the appeal (submitted by appellants, Robert & Cheryl Connell) of the Community Development Director’s January 5, 2007, decision in Final Orders approving File No. 8-PLA-06/10-VAR-06 (a property line adjustment between Tax Lots 1200 & 1300 of the Lincoln County Tax Assessor’s Map 11-11-08-BD (429 & 437 SW 5th St.) (Lots 10 & 11, Block 63, CASE & BAYLEY’S SECOND ADDITION) and a Type II Variance to allow Tax Lot 1200 (Lot 10) (429 SW 5th Street) to be 4,720 square feet (instead of the required 5,000) with a minimum width of 47.33 (instead of the required 50) as the result of the property line adjustment submitted by Katharine Ramsey and William Brusselback & Tara Picken.  This matter was continued from the Planning Commission meeting of June 11, 2007.

 

2.  File No. 3-AX-07/4-Z-07.  Requests submitted by Doris K. Beemer for consideration of:  (1) annexation of  approximately 14.5 acres  (consisting of Tax Lots 100, 200 & 201 of Assessor's Tax Map 11-11-04-CD and the portion of Tax Lot 1500 of Assessor’s Tax Map 11-11-04-D within the existing Urban Growth Boundary) into the Newport city limits; (2) amending the City of Newport Zoning Map to establish a zoning designation (zoning designations are established as part of the annexation process) for the subject property of  R-2/"Medium Density Single-Family Residential" consistent with the existing Newport Comprehensive Plan designation of Low Density Residential; and (3) withdrawing said territory from the Newport Rural Fire Protection District and the Lincoln County Library District.  The subject property consists of Lincoln County Assessor’s Map 11-11-04-CD Tax Lots 100, 200 & 201 and Assessor’s Map 11-11-04-D Tax Lot 1500 and includes property identified as 1387 NE 5th Street, 1361 NE 5th Street, and 521 NE Newport Heights Drive and other adjacent property.  

 

3.  File 3-SUB-07.  Request submitted by George Lewis, LLC. (Pavitt Land Use Consulting, LLC, authorized representative) for approval of a tentative subdivision plan for a 12-lot townhouse development ("The Village at Agate Beach"), as provided for by Section 2-4-17/"Townhouses" of the Newport Zoning Ordinance (NZO) (No. 1308, as amended) and Section 3-7-1.010/"Procedure for Review of Tentative Plan" of the Newport Subdivision Ordinance (NSO) (No. 1285, as amended).  The subject property consists of Tax Lots 13200, 13400 & 13500 of Lincoln County Assessor's Tax Map 10-11-29-BD (Lots 7, 8, 9 & 10, Block 34, AGATE BEACH) (fronting NW Gilbert Way, NW Agate Way & NW Circle Way) and is located in an R-4/"High Density Multi-Family Residential" zoning district, in which townhouse developments are an outright permitted use pursuant to the NZO.
