Project Description & Background The City of Newport Employment Lands and Conceptual Land Use Planning Project establishes the framework and implementation mechanisms for furthering the City’s economic development future. The City has selected a consulting team headed up by The Benkendorf Associates Corp. (TBAC) to assist in making this project happen.
Project Elements The project consists of five different elements: Project Element 1: the Economic Development Strategy will utilize the methodology laid out in “Sufficiency of Commercial and Industrial Land in Oregon: Recommendations for Oregon Communities” by The Advisory Committee on Commercial and Industrial Development (ACCID). Additional enhancements will address issues specific to the City of Newport: the project will ¨ Synthesize recent economic development efforts ¨ Accentuate the short-term in combination with the long-term in goal and strategy determination ¨ Identify Newport’s emerging industry clusters and activities of high economic development priority; and ¨ View potential employment lands from multiple perspectives, including that of the real estate development industry.
Project Element 2: the South Beach Conceptual Land Use Plan is intended to provide an overall guide for how South Beach can best develop in the future. Extensive site research, along with real estate know-how, will allow an evaluation of reasonable alternatives and preparation of a plan that includes key elements necessary for implementation.
The first two project elements will lay the foundation for the subsequent three elements: Element 3: South Beach Transportation Improvement Plan Update Element 4: South Beach Public Facility Plan Update Element 5: South Beach Environmental Constraints Identification

Prior Planning Efforts To make this project consistent with prior planning efforts in the City, this project will build on a number of previous projects such as the South Beach Neighborhood Plan. This approach utilizes the valuable groundwork already in place and ensures that previous input provided by community members are appropriately incorporated into the current project.
A series of visioning and planning efforts conducted by the community and the South Beach area in particular will serve as a solid starting point for the planning program. Some of the background documents include: ¨ Vision Document 2 and Community OR Strategic Action Planning sponsored by the Chamber of Commerce ¨ The 2001 draft South Beach Neighborhood Plan that was being developed by the City of Newport Planning Department in conjunction with the South Beach Advisory Committee. ¨ An Airport Master Plan (draft) recently prepared by a consulting firm ¨ South Beach Stormwater Master Plan (draft) prepared by SHN Consulting Engineers and Geologists. ¨ Previous inventories of commercial, industrial, and water-dependent lands. ¨ Previous wetland inventories including the National Wetland Inventory and a 1990 draft wetland inventory completed for the South Beach area. ¨ The South Beach Industrial Development Feasibility Study completed by the COG District 4 in 1981. ¨ The Transportation System Plan TSP completed in 1997.
Opportunities for Community Involvement Community members are encouraged to participate in this exciting planning project. Feel free to attend one or more of the Advisory Committee meetings, workshops, Planning Commission public hearings, or City Council public hearings.
