Bay Boulevard Project - September '09


The timeline shows approximate dates for different parts of the construction process. Some of these may change as weather and unexpected conflicts occur.

Notes:

C & M Construction has been awarded the Bay Boulevard Utility Upgrade contract. C & M Constructions has worked with the City of Newport on several previous projects.

C & M Will start with the installation of the sewer line. This is the deepest utility scheduled for upgrade. All other work will be above this line, leaving future work areas with fewer conflicts. Starting with the sewer first also makes the best use of the weather.

The Bay Boulevard upgrade is a two-part process. C & M will install all of the City infrastructure as well as the utility conduits and junction boxes. While that is taking place, an electrical contractor will be working on the buildings, converting meter boxes and laying conduit for all the work done outside the main project. This contract has been awarded to E2 Electric, Inc.

With construction of the sewer line starting Monday morning, September 21, 2009, the C & M Crew has set up their by-pass pumping system. This allows them to reroute the sewer as they work. The process keeps everyone’s sewer active as the construction team digs trenches, pulls manholes and lays pipe. The by-pass system has been setup beforehand to ensure that the pumps, and pipes, are leak free and ready for work on Monday. Unfortunately this means that we need to detour traffic around this trouble spot during the weekend starting September 18th. C & M hopes to be finished with the intersection no later than Wednesday, September 23, 2009.

Wear and tear on the asphalt, as well as shifts in the sand lying under the street, have caused dimples to form in the road. These will disappear—at least for awhile—as a new road bed is installed.
Curb extensions will provide pedestrian safety for visitors and locals who pass their time on the waterfront.
When the Bay Boulevard Project is finished, the road will have a new shape. With the removal of existing utility poles, foot traffic will have an unencumbered route through the businesses and sites of Bay Boulevard.
Undergrounding all overhead utilities will clear the sky of visual clutter. That view of Yaquina Bridge will become picturesque and open.
Reshaping the street gives us a welcome opportunity to fix the aging storm drain system. New bio-filter catch basins will clean impurities from the storm water before the runoff enters the bay.
